What me and my friends do is we melt the guys at the mall. We look, stare into their eyes, once you see he has engaged eye contact, smile, then look down, while still smiling.
They will come over, most the time. Unless their shy, then they will just stay there and think "what if" all day, that will be more of a bummer for him, than for you. Bummer.
